This paper presents a conceptual framework to define seismic resilience of communities and quantitative measures of resilience that can be useful for a coordinated research effort focusing on enhancing this resilience. This framework relies on the complementary measures of resilience: “Reduced failure probabilities,” “Reduced consequences from failures,” and “Reduced time to recovery.” The framework also includes quantitative measures of the “ends” of robustness and rapidity, and the “means” of resourcefulness and redundancy, and integrates those measures into the four dimensions of community resilience—technical, organizational, social, and economic—all of which can be used to quantify measures of resilience for various types of physical and organizational systems. Systems diagrams then establish the tasks required to achieve these objectives. This framework can be useful in future research to determine the resiliency of different units of analysis and systems, and to develop resiliency targets and detailed analytical procedures to generate these values.
A general method is developed to generate fuzzy rules from numerical data. The method consists of five steps: divide the input and output spaces of the given numerical data into fuzzy regions; generate fuzzy rules from the given data; assign a degree of each of the generated rules for the purpose of resolving conflicts among the generated rules; create a combined fuzzy rule base based on both the generated rules and linguistic rules of human experts; and determine a mapping from input space to output space based on the combined fuzzy rule base using a defuzzifying procedure. The mapping is proved to be capable of approximating any real continuous function on a compact set to arbitrary accuracy. Applications to truck backer-upper control and time series prediction problems are presented.< <ETX xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">></ETX>
Fuzzy systems are represented as series expansions of fuzzy basis functions which are algebraic superpositions of fuzzy membership functions. Using the Stone-Weierstrass theorem, it is proved that linear combinations of the fuzzy basis functions are capable of uniformly approximating any real continuous function on a compact set to arbitrary accuracy. Based on the fuzzy basis function representations, an orthogonal least-squares (OLS) learning algorithm is developed for designing fuzzy systems based on given input-output pairs; then, the OLS algorithm is used to select significant fuzzy basis functions which are used to construct the final fuzzy system. The fuzzy basis function expansion is used to approximate a controller for the nonlinear ball and beam system, and the simulation results show that the control performance is improved by incorporating some common-sense fuzzy control rules.
It is shown that switching among stable linear systems results in a stable system provided that switching is "slow-on-the-average". In particular, it is proved that exponential stability is achieved when the number of switches in any finite interval grows linearly with the length of the interval, and the growth rate is sufficiently small. Moreover, the exponential stability is uniform over all switchings with the above property. For switched systems with inputs this guarantees that several input-to-state induced norms are bounded uniformly over all slow-on-the-average switchings. These results extend to classes of nonlinear switched systems that satisfy suitable uniformity assumptions. In this paper it is also shown that, in a supervisory control context, scale-independent hysteresis can produce switching that is slow-on-the-average and therefore the results mentioned above can be used to study the stability of hysteresis-based adaptive control systems.
Attractive features of time-hopping spread-spectrum multiple-access systems employing impulse signal technology are outlined, and emerging design issues are described. Performance of such communications systems in terms of achievable transmission rate and multiple-access capability are estimated for both analog and digital data modulation formats under ideal multiple-access channel conditions.

We describe a method to estimate the capacity limit of fiber-optic communication systems (or ¿fiber channels¿) based on information theory. This paper is divided into two parts. Part 1 reviews fundamental concepts of digital communications and information theory. We treat digitization and modulation followed by information theory for channels both without and with memory. We provide explicit relationships between the commonly used signal-to-noise ratio and the optical signal-to-noise ratio. We further evaluate the performance of modulation constellations such as quadrature-amplitude modulation, combinations of amplitude-shift keying and phase-shift keying, exotic constellations, and concentric rings for an additive white Gaussian noise channel using coherent detection. Part 2 is devoted specifically to the "fiber channel.'' We review the physical phenomena present in transmission over optical fiber networks, including sources of noise, the need for optical filtering in optically-routed networks, and, most critically, the presence of fiber Kerr nonlinearity. We describe various transmission scenarios and impairment mitigation techniques, and define a fiber channel deemed to be the most relevant for communication over optically-routed networks. We proceed to evaluate a capacity limit estimate for this fiber channel using ring constellations. Several scenarios are considered, including uniform and optimized ring constellations, different fiber dispersion maps, and varying transmission distances. We further present evidences that point to the physical origin of the fiber capacity limitations and provide a comparison of recent record experiments with our capacity limit estimation.
Impulse radio, a form of ultra-wide bandwidth (UWB) spread-spectrum signaling, has properties that make it a viable candidate for short-range communications in dense multipath environments. This paper describes the characteristics of impulse radio using a modulation format that can be supported by currently available impulse signal technology and gives analytical estimates of its multiple-access capability under ideal multiple-access channel conditions.
A fuzzy logic system (FLS) is unique in that it is able to simultaneously handle numerical data and linguistic knowledge. It is a nonlinear mapping of an input data (feature) vector into a scalar output, i.e., it maps numbers into numbers. Fuzzy set theory and fuzzy logic establish the specifics of the nonlinear mapping. This tutorial paper provides a guided tour through those aspects of fuzzy sets and fuzzy logic that are necessary to synthesize an FLS. It does this by starting with crisp set theory and dual logic and demonstrating how both can be extended to their fuzzy counterparts. Because engineering systems are, for the most part, causal, we impose causality as a constraint on the development of the FLS. After synthesizing a FLS, we demonstrate that it can be expressed mathematically as a linear combination of fuzzy basis functions, and is a nonlinear universal function approximator, a property that it shares with feedforward neural networks. The fuzzy basis function expansion is very powerful because its basis functions can be derived from either numerical data or linguistic knowledge, both of which can be cast into the forms of IF-THEN rules.< <ETX xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">></ETX>
Distributed storage systems provide reliable access to data through redundancy spread over individually unreliable nodes. Application scenarios include data centers, peer-to-peer storage systems, and storage in wireless networks. Storing data using an erasure code, in fragments spread across nodes, requires less redundancy than simple replication for the same level of reliability. However, since fragments must be periodically replaced as nodes fail, a key question is how to generate encoded fragments in a distributed way while transferring as little data as possible across the network. For an erasure coded system, a common practice to repair from a single node failure is for a new node to reconstruct the whole encoded data object to generate just one encoded block. We show that this procedure is sub-optimal. We introduce the notion of regenerating codes, which allow a new node to communicate <emphasis emphasistype="boldital" xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">functions</emphasis> of the stored data from the surviving nodes. We show that regenerating codes can significantly reduce the repair bandwidth. Further, we show that there is a fundamental tradeoff between storage and repair bandwidth which we theoretically characterize using flow arguments on an appropriately constructed graph. By invoking constructive results in network coding, we introduce regenerating codes that can achieve any point in this optimal tradeoff.
We present the theory and design of interval type-2 fuzzy logic systems (FLSs). We propose an efficient and simplified method to compute the input and antecedent operations for interval type-2 FLSs: one that is based on a general inference formula for them. We introduce the concept of upper and lower membership functions (MFs) and illustrate our efficient inference method for the case of Gaussian primary MFs. We also propose a method for designing an interval type-2 FLS in which we tune its parameters. Finally, we design type-2 FLSs to perform time-series forecasting when a nonstationary time-series is corrupted by additive noise where SNR is uncertain and demonstrate an improved performance over type-1 FLSs.
A compendium of recent theoretical results associated with using higher-order statistics in signal processing and system theory is provided, and the utility of applying higher-order statistics to practical problems is demonstrated. Most of the results are given for one-dimensional processes, but some extensions to vector processes and multichannel systems are discussed. The topics covered include cumulant-polyspectra formulas; impulse response formulas; autoregressive (AR) coefficients; relationships between second-order and higher-order statistics for linear systems; double C(q,k) formulas for extracting autoregressive moving average (ARMA) coefficients; bicepstral formulas; multichannel formulas; harmonic processes; estimates of cumulants; and applications to identification of various systems, including the identification of systems from just output measurements, identification of AR systems, identification of moving-average systems, and identification of ARMA systems.< <ETX xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">></ETX>
We introduce a type-2 fuzzy logic system (FLS), which can handle rule uncertainties. The implementation of this type-2 FLS involves the operations of fuzzification, inference, and output processing. We focus on "output processing," which consists of type reduction and defuzzification. Type-reduction methods are extended versions of type-1 defuzzification methods. Type reduction captures more information about rule uncertainties than does the defuzzified value (a crisp number), however, it is computationally intensive, except for interval type-2 fuzzy sets for which we provide a simple type-reduction computation procedure. We also apply a type-2 FLS to time-varying channel equalization and demonstrate that it provides better performance than a type-1 FLS and nearest neighbor classifier.
A multiresolution approach based on a modified wavelet transform called the tree-structured wavelet transform or wavelet packets is proposed. The development of this transform is motivated by the observation that a large class of natural textures can be modeled as quasi-periodic signals whose dominant frequencies are located in the middle frequency channels. With the transform, it is possible to zoom into any desired frequency channels for further decomposition. In contrast, the conventional pyramid-structured wavelet transform performs further decomposition in low-frequency channels. A progressive texture classification algorithm which is not only computationally attractive but also has excellent performance is developed. The performance of the present method is compared with that of several other methods.
ALLIANCE is a software architecture that facilitates the fault tolerant cooperative control of teams of heterogeneous mobile robots performing missions composed of loosely coupled subtasks that may have ordering dependencies. ALLIANCE allows teams of robots, each of which possesses a variety of high-level functions that it can perform during a mission, to individually select appropriate actions throughout the mission based on the requirements of the mission, the activities of other robots, the current environmental conditions, and the robot's own internal states. ALLIANCE is a fully distributed, behaviour-based architecture that incorporates the use of mathematically-modeled motivations (such as impatience and acquiescence) within each robot to achieve adaptive action selection. Since cooperative robotic teams usually work in dynamic and unpredictable environments, this software architecture allows the robot team members to respond robustly, reliably, flexibly, and coherently to unexpected environmental changes and modifications in the robot team that may occur due to mechanical failure, the learning of new skills, or the addition or removal of robots from the team by human intervention. The feasibility of this architecture is demonstrated in an implementation on a team of mobile robots performing a laboratory version of hazardous waste cleanup.
Gathering sensed information in an energy efficient manner is critical to operating the sensor network for a long period of time. The LEACH protocol presented by Heinzelman et al. (2000) is an elegant solution where clusters are formed to fuse data before transmitting to the base station. In this paper, we present an improved scheme, called PEGASIS (power-efficient gathering in sensor information systems), which is a near-optimal chain-based protocol that minimizes energy. In PEGASIS, each node communicates only with a close neighbor and takes turns transmitting to the base station, thus reducing the amount of energy spent per round. Simulation results show that PEGASIS performs better than LEACH. For many applications, in addition to minimizing energy, it is also important to consider the delay incurred in gathering sensed data. We capture this with the energy /spl times/ delay metric and present schemes that attempt to balance the energy and delay cost for data gathering from sensor networks. We present two new schemes to minimize energy /spl times/ delay using CDMA and non-CDMA sensor nodes. We compared the performance of direct, LEACH, and our schemes with respect to energy /spl times/ delay using extensive simulations for different network sizes. Results show that our schemes perform 80 or more times better than the direct scheme and also outperform the LEACH protocol.
A novel graph theoretic approach for data clustering is presented and its application to the image segmentation problem is demonstrated. The data to be clustered are represented by an undirected adjacency graph G with arc capacities assigned to reflect the similarity between the linked vertices. Clustering is achieved by removing arcs of G to form mutually exclusive subgraphs such that the largest inter-subgraph maximum flow is minimized. For graphs of moderate size ( approximately 2000 vertices), the optimal solution is obtained through partitioning a flow and cut equivalent tree of G, which can be efficiently constructed using the Gomory-Hu algorithm (1961). However for larger graphs this approach is impractical. New theorems for subgraph condensation are derived and are then used to develop a fast algorithm which hierarchically constructs and partitions a partially equivalent tree of much reduced size. This algorithm results in an optimal solution equivalent to that obtained by partitioning the complete equivalent tree and is able to handle very large graphs with several hundred thousand vertices. The new clustering algorithm is applied to the image segmentation problem. The segmentation is achieved by effectively searching for closed contours of edge elements (equivalent to minimum cuts in G), which consist mostly of strong edges, while rejecting contours containing isolated strong edges. This method is able to accurately locate region boundaries and at the same time guarantees the formation of closed edge contours.< <ETX xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">></ETX>

There is a growing awareness in the UK and mainland Europe of the importance of higher education to the development of a knowledge‐based economy. European universities are increasingly required to produce highly mobile graduates able to respond to the ever‐changing needs of the contemporary workplace. Following the Bologna Declaration (1999), higher education across Europe has expanded rapidly. This has resulted in questions being raised about the quality of the graduate labour market and the ability of graduates to meet the needs of employers. This paper analyses graduate and employer perspectives of graduate employability in four European countries (UK, Austria, Slovenia and Romania). In doing so it adds to current debates in this area.
An array of biomagnetometers may be used to measure the spatio-temporal neuromagnetic field or magnetoencephalogram (MEG) produced by neural activity in the brain. A popular model for the neural activity produced in response to a given sensory stimulus is a set of current dipoles, where each dipole represents the primary current associated with the combined activation of a large number of neurons located in a small volume of the brain. An important problem in the interpretation of MEG data from evoked response experiments is the localization of these neural current dipoles. We present here a linear algebraic framework for three common spatio-temporal dipole models: i) unconstrained dipoles, ii) dipoles with a fixed location, and iii) dipoles with a fixed orientation and location. In all cases, we assume that the location, orientation, and magnitude of the dipoles are unknown. With a common model, we show how the parameter estimation problem may be decomposed into the estimation of the time invariant parameters using nonlinear least-squares minimization, followed by linear estimation of the associated time varying parameters. A subspace formulation is presented and used to derive a suboptimal least-squares subspace scanning method. The resulting algorithm is a special case of the well-known MUltiple SIgnal Classification (MUSIC) method, in which the solution (multiple dipole locations) is found by scanning potential locations using a simple one dipole model. Principal components analysis (PCA) dipole fitting has also been used to individually fit single dipoles in a multiple dipole problem. Analysis is presented here to show why PCA dipole fitting will fail in general, whereas the subspace method presented here will generally succeed. Numerically efficient means of calculating the cost functions are presented, and problems of model order selection and missing moments are discussed. Results from a simulation and a somatosensory experiment are presented.
