Food Security: The Challenge of Feeding 9 Billion People

Continuing population and consumption growth will mean that the global demand for food will increase for at least another 40 years. Growing competition for land, water, and energy, in addition to the overexploitation of fisheries, will affect our ability to produce food, as will the urgent requirement to reduce the impact of the food system on the environment. The effects of climate change are a further threat. But the world can produce more food and can ensure that it is used more efficiently and equitably. A multifaceted and linked global strategy is needed to ensure sustainable and equitable food security, different components of which are explored here.

Resources, Agency, Achievements: Reflections on the Measurement of Women's Empowerment

This paper begins from the understanding that women's empowerment is about the process by which those who have been denied the ability to make strategic life choices acquire such an ability. A wide gap separates this processual understanding of empowerment from the more instrumentalist forms of advocacy which have required the measurement and quantification of empowerment. The ability to exercise choice incorporates three inter‐related dimensions: resources (defined broadly to include not only access, but also future claims, to both material and human and social resources); agency (including processes of decision making, as well as less measurable manifestations of agency such as negotiation, deception and manipulation); and achievements (well‐being outcomes). A number of studies of women's empowerment are analysed to make some important methodological points about the measurement of empowerment. The paper argues that these three dimensions of choice are indivisible in determining the meaning of an indicator and hence its validity as a measure of empowerment. The notion of choice is further qualified by referring to the conditions of choice, its content and consequences. These qualifications represent an attempt to incorporate the structural parameters of individual choice in the analysis of women's empowerment.

The literature on industrial clusters emphasizes the role of inter-firm co-operation and local institutions in enabling upgrading. The value chain literature focuses on the role of global buyers and chain governance in defining upgrading opportunities. This paper argues that clusters are inserted into global value chains in different ways, and that this has consequences for enabling or disabling local-level upgrading efforts. It pays particular attention to the position of developing country firms selling to large, global buyers.

Livelihoods perspectives and rural development

Livelihoods perspectives have been central to rural development thinking and practice in the past decade. But where do such perspectives come from, what are their conceptual roots, and what influences have shaped the way they have emerged? This paper offers an historical review of key moments in debates about rural livelihoods, identifying the tensions, ambiguities and challenges of such approaches. A number of core challenges are identified, centred on the need to inject a more thorough-going political analysis into the centre of livelihoods perspectives. This will enhance the capacity of livelihoods perspectives to address key lacunae in recent discussions, including questions of knowledge, politics, scale and dynamics.

Poverty and Access to Health Care in Developing Countries

People in poor countries tend to have less access to health services than those in better-off countries, and within countries, the poor have less access to health services. This article documents disparities in access to health services in low- and middle-income countries (LMICs), using a framework incorporating quality, geographic accessibility, availability, financial accessibility, and acceptability of services. Whereas the poor in LMICs are consistently at a disadvantage in each of the dimensions of access and their determinants, this need not be the case. Many different approaches are shown to improve access to the poor, using targeted or universal approaches, engaging government, nongovernmental, or commercial organizations, and pursuing a wide variety of strategies to finance and organize services. Key ingredients of success include concerted efforts to reach the poor, engaging communities and disadvantaged people, encouraging local adaptation, and careful monitoring of effects on the poor. Yet governments in LMICs rarely focus on the poor in their policies or the implementation or monitoring of health service strategies. There are also new innovations in financing, delivery, and regulation of health services that hold promise for improving access to the poor, such as the use of health equity funds, conditional cash transfers, and coproduction and regulation of health services. The challenge remains to find ways to ensure that vulnerable populations have a say in how strategies are developed, implemented, and accounted for in ways that demonstrate improvements in access by the poor.

Biodiversity Conservation and the Eradication of Poverty

It is widely accepted that biodiversity loss and poverty are linked problems and that conservation and poverty reduction should be tackled together. However, success with integrated strategies is elusive. There is sharp debate about the social impacts of conservation programs and the success of community-based approaches to conservation. Clear conceptual frameworks are needed if policies in these two areas are to be combined. We review the links between poverty alleviation and biodiversity conservation and present a conceptual typology of these relationships.

Getting the message right on nature‐based solutions to climate change

Nature-based solutions (NbS)-solutions to societal challenges that involve working with nature-have recently gained popularity as an integrated approach that can address climate change and biodiversity loss, while supporting sustainable development. Although well-designed NbS can deliver multiple benefits for people and nature, much of the recent limelight has been on tree planting for carbon sequestration. There are serious concerns that this is distracting from the need to rapidly phase out use of fossil fuels and protect existing intact ecosystems. There are also concerns that the expansion of forestry framed as a climate change mitigation solution is coming at the cost of carbon rich and biodiverse native ecosystems and local resource rights. Here, we discuss the promise and pitfalls of the NbS framing and its current political traction, and we present recommendations on how to get the message right. We urge policymakers, practitioners and researchers to consider the synergies and trade-offs associated with NbS and to follow four guiding principles to enable NbS to provide sustainable benefits to society: (1) NbS are not a substitute for the rapid phase out of fossil fuels; (2) NbS involve a wide range of ecosystems on land and in the sea, not just forests; (3) NbS are implemented with the full engagement and consent of Indigenous Peoples and local communities in a way that respects their cultural and ecological rights; and (4) NbS should be explicitly designed to provide measurable benefits for biodiversity. Only by following these guidelines will we design robust and resilient NbS that address the urgent challenges of climate change and biodiversity loss, sustaining nature and people together, now and into the future.

Feeding 9 billion by 2050 – Putting fish back on the menu

Fish provides more than 4.5 billion people with at least 15 % of their average per capita intake of animal protein. Fish’s unique nutritional properties make it also essential to the health of billions of consumers in both developed and developing countries. Fish is one of the most efficient converters of feed into high quality food and its carbon footprint is lower compared to other animal production systems. Through fish-related activities (fisheries and aquaculture but also processing and trading), fish contribute substantially to the income and therefore to the indirect food security of more than 10 % of the world population, essentially in developing and emergent countries. Yet, limited attention has been given so far to fish as a key element in food security and nutrition strategies at national level and in wider development discussions and interventions. As a result, the tremendous potential for improving food security and nutrition embodied in the strengthening of the fishery and aquaculture sectors is missed. The purpose of this paper is to make a case for a closer integration of fish into the overall debate and future policy about food security and nutrition. For this, we review the evidence from the contemporary and emerging debates and controversies around fisheries and aquaculture and we discuss them in the light of the issues debated in the wider agriculture/farming literature. The overarching question that underlies this paper is: how and to what extent will fish be able to contribute to feeding 9 billion people in 2050 and beyond?

Poverty and livelihoods: whose reality counts?

This paper explores how professionals’ universal, reductionist and standardized views of poverty differ from those of the poor themselves. Poverty line thinking concerned with income-poverty and employment thinking concerned with jobs, project Northern concerns on the South, where the realities of the poor are local, diverse, often complex and dynamic. Examples illustrate how poor people’s criteria differ from those assumed for them by professionals. The paper also discusses neglected dimensions of deprivation including vulnerability, seasonality, powerlessness and humiliation. In the new understandings of poverty, wealth as an objective is replaced by wellbeing and “employment” in jobs by livelihood. The final sections argue for altruism and reversals to enable poor people to analyze and articulate their own needs, and they conclude with the implications for policy and practice of putting first the priorities of the poor.

Integration: the key to implementing the Sustainable Development Goals

On 25 September, 2015, world leaders met at the United Nations in New York, where they adopted the Sustainable Development Goals. These 17 goals and 169 targets set out an agenda for sustainable development for all nations that embraces economic growth, social inclusion, and environmental protection. Now, the agenda moves from agreeing the goals to implementing and ultimately achieving them. Across the goals, 42 targets focus on means of implementation, and the final goal, Goal 17, is entirely devoted to means of implementation. However, these implementation targets are largely silent about interlinkages and interdependencies among goals. This leaves open the possibility of perverse outcomes and unrealised synergies. We demonstrate that there must be greater attention on interlinkages in three areas: across sectors (e.g., finance, agriculture, energy, and transport), across societal actors (local authorities, government agencies, private sector, and civil society), and between and among low, medium and high income countries . Drawing on a global sustainability science and practice perspective, we provide seven recommendations to improve these interlinkages at both global and national levels, in relation to the UN’s categories of means of implementation: finance, technology, capacity building, trade, policy coherence, partnerships, and, finally, data, monitoring and accountability.

Introduction: Globalisation, Value Chains and Development

Globalisation has become a catchword for the international economy at the beginning of the twenty-first century. The increasing importance of export-oriented industrialisation has made integration into the global economy virtually synonymous with development for a number of nations. However, there is an acute awareness that the gains from globalisation are very unevenly distributed within as well as between societies. A growing body of work analyses globalisation processes from the perspective of ‘value chains’; that is that international trade in goods and services should not be seen solely, or even mainly, as a multitude of arm’s-length market-based transactions but rather as systems of governance - involving multinational enterprises - that link firms together in a variety of sourcing and contracting arrangements. Understanding how these value chains operate is very important for developing country firms and policymakers because the way chains are structured has implications for newcomers trying to participate in the chain and to gain access to necessary skills, competences and supporting services. Most of the papers in this Bulletin build on the results of a workshop in Bellagio, Italy in September 2000, where all these issues were discussed.

Climate change effects on agriculture: Economic responses to biophysical shocks

Agricultural production is sensitive to weather and thus directly affected by climate change. Plausible estimates of these climate change impacts require combined use of climate, crop, and economic models. Results from previous studies vary substantially due to differences in models, scenarios, and data. This paper is part of a collective effort to systematically integrate these three types of models. We focus on the economic component of the assessment, investigating how nine global economic models of agriculture represent endogenous responses to seven standardized climate change scenarios produced by two climate and five crop models. These responses include adjustments in yields, area, consumption, and international trade. We apply biophysical shocks derived from the Intergovernmental Panel on Climate Change's representative concentration pathway with end-of-century radiative forcing of 8.5 W/m(2). The mean biophysical yield effect with no incremental CO2 fertilization is a 17% reduction globally by 2050 relative to a scenario with unchanging climate. Endogenous economic responses reduce yield loss to 11%, increase area of major crops by 11%, and reduce consumption by 3%. Agricultural production, cropland area, trade, and prices show the greatest degree of variability in response to climate change, and consumption the lowest. The sources of these differences include model structure and specification; in particular, model assumptions about ease of land use conversion, intensification, and trade. This study identifies where models disagree on the relative responses to climate shocks and highlights research activities needed to improve the representation of agricultural adaptation responses to climate change.

The future of the global food system

Although food prices in major world markets are at or near a historical low, there is increasing concern about food security-the ability of the world to provide healthy and environmentally sustainable diets for all its peoples. This article is an introduction to a collection of reviews whose authors were asked to explore the major drivers affecting the food system between now and 2050. A first set of papers explores the main factors affecting the demand for food (population growth, changes in consumption patterns, the effects on the food system of urbanization and the importance of understanding income distributions) with a second examining trends in future food supply (crops, livestock, fisheries and aquaculture, and 'wild food'). A third set explores exogenous factors affecting the food system (climate change, competition for water, energy and land, and how agriculture depends on and provides ecosystem services), while the final set explores cross-cutting themes (food system economics, food wastage and links with health). Two of the clearest conclusions that emerge from the collected papers are that major advances in sustainable food production and availability can be achieved with the concerted application of current technologies (given sufficient political will), and the importance of investing in research sooner rather than later to enable the food system to cope with both known and unknown challenges in the coming decades.

New Ecology and the Social Sciences: What Prospects for a Fruitful Engagement?

▪ Abstract This review asks the question: What new avenues of social science enquiry are suggested by new ecological thinking, with its focus on nonequilibrium dynamics, spatial and temporal variation, complexity, and uncertainty? Following a review of the emergence of the “new ecology” and the highlighting of contrasts with earlier “balance of nature” perspectives, work emerging from ecological anthropology, political ecology, environmental and ecological economics, and debates about nature and culture are examined. With some important exceptions, much social science work and associated popular and policy debates remain firmly wedded to a static and equilibrial view. This review turns to three areas where a more dynamic perspective has emerged. Each has the potential to take central elements of new ecological thinking seriously, sometimes with major practical consequences for planning, intervention design, and management. First is the concern with spatial and temporal dynamics developed in detailed and situated analyses of “people in places,” using, in particular, historical analysis as a way of explaining environmental change across time and space. Second is the growing understanding of environment as both the product of and the setting for human interactions, which link dynamic structural analyses of environmental processes with an appreciation of human agency in environmental transformation, as part of a “structuration” approach. Third is the appreciation of complexity and uncertainty in social-ecological systems and, with this, the recognition of that prediction, management, and control are unlikely, if not impossible.

How Trade Hurt Unskilled Workers

This paper argues that the main cause of the deteriorating economic position of unskilled workers in the United States and other developed countries has been expansion of trade with developing countries. In the framework of a Heckscher-Ohlin model, it outlines the evidence in support of this view, responds to criticisms of this evidence, and challenges the evidence for the alternative view that the problems of unskilled workers are caused mainly by new technology. The paper concludes with a look at the future and at the implications for public policy.

The economic rationale for investing in stunting reduction

This paper outlines the economic rationale for investments that reduce stunting. We present a framework that illustrates the functional consequences of stunting in the 1000 days after conception throughout the life cycle: from childhood through to old age. We summarize the key empirical literature around each of the links in the life cycle, highlighting gaps in knowledge where they exist. We construct credible estimates of benefit-cost ratios for a plausible set of nutritional interventions to reduce stunting. There are considerable challenges in doing so that we document. We assume an uplift in income of 11% due to the prevention of one fifth of stunting and a 5% discount rate of future benefit streams. Our estimates of the country-specific benefit-cost ratios for investments that reduce stunting in 17 high-burden countries range from 3.6 (DRC) to 48 (Indonesia) with a median value of 18 (Bangladesh). Mindful that these results hinge on a number of assumptions, they compare favourably with other investments for which public funds compete.

Regenerative Agriculture: An agronomic perspective

Agriculture is in crisis. Soil health is collapsing. Biodiversity faces the sixth mass extinction. Crop yields are plateauing. Against this crisis narrative swells a clarion call for Regenerative Agriculture. But what is Regenerative Agriculture, and why is it gaining such prominence? Which problems does it solve, and how? Here we address these questions from an agronomic perspective. The term Regenerative Agriculture has actually been in use for some time, but there has been a resurgence of interest over the past 5 years. It is supported from what are often considered opposite poles of the debate on agriculture and food. Regenerative Agriculture has been promoted strongly by civil society and NGOs as well as by many of the major multi-national food companies. Many practices promoted as regenerative, including crop residue retention, cover cropping and reduced tillage are central to the canon of 'good agricultural practices', while others are contested and at best niche (e.g. permaculture, holistic grazing). Worryingly, these practices are generally promoted with little regard to context. Practices most often encouraged (such as no tillage, no pesticides or no external nutrient inputs) are unlikely to lead to the benefits claimed in all places. We argue that the resurgence of interest in Regenerative Agriculture represents a re-framing of what have been considered to be two contrasting approaches to agricultural futures, namely agroecology and sustainable intensification, under the same banner. This is more likely to confuse than to clarify the public debate. More importantly, it draws attention away from more fundamental challenges. We conclude by providing guidance for research agronomists who want to engage with Regenerative Agriculture.

The future of food demand: understanding differences in global economic models

Understanding the capacity of agricultural systems to feed the world population under climate change requires projecting future food demand. This article reviews demand modeling approaches from 10 global economic models participating in the Agricultural Model Intercomparison and Improvement Project (AgMIP). We compare food demand projections in 2050 for various regions and agricultural products under harmonized scenarios of socioeconomic development, climate change, and bioenergy expansion. In the reference scenario (SSP2), food demand increases by 59-98% between 2005 and 2050, slightly higher than the most recent FAO projection of 54% from 2005/2007. The range of results is large, in particular for animal calories (between 61% and 144%), caused by differences in demand systems specifications, and in income and price elasticities. The results are more sensitive to socioeconomic assumptions than to climate change or bioenergy scenarios. When considering a world with higher population and lower economic growth (SSP3), consumption per capita drops on average by 9% for crops and 18% for livestock. The maximum effect of climate change on calorie availability is -6% at the global level, and the effect of biofuel production on calorie availability is even smaller.

Do workers benefit from ethical trade? Assessing codes of labour practice in global production systems

Corporate codes of labour practice have proliferated as a result of trade union and ngo campaigns against poor labour conditions in global production. Analysis of global production systems highlights the complexity of commercial networks and the wider social and institutional environment in which codes operate. It posits tensions between a corporate approach focusing on compliance with outcome standards and a civil society approach focusing on process rights. A detailed study of codes operated by companies in the UK Ethical Trading Initiative finds that codes have led to improvements in outcome standards but little change in process rights for workers. The authors conclude that corporate codes have a role to play in improving labour standards, but are currently doing little to challenge existing commercial practices or embedded social relations that underpin poor labour standards in global production systems.
